I have a feeling they going to give away more dlcs over the 10th anniversary. Hope I am right.
Most of the ones on the list are chapters and I think it's very unlikely they'd be given away free. The nearest we'll get to that is what's already happened where they're bundled with other purchases for new players.
I also didn't vote because I've already bought all the DLCs and all the chapters I want (the zone ones). Maybe it would be nice to get some of the dungeon DLCs which tie into chapter stories free. I don't buy them because I don't play dungeons often enough that it's worth paying for more. But I know a lot of subscribers keep asking for a way to exclude DLC dungeons from the dungeon finder, so since they're very short (compared to a chapter) and I have no reason to go back once I've done the quest maybe it would be better to stick to subscribing for the rare occasions I want to do one.
Orisinium is one of if not the oldest expansion. It's also the biggest and best expansion ever released in my opinion, so I think Orsinium was a good selection to give away for free. I'm a bit peeved about the "free" rewards they linked to Orsinium achievements, but hey, they are free and if we want them we can play the zone until we get the achievements.

The life that has returned to Wrothgar is awesome. The other zones that are completely dead now are:
Fargrave & Deadlands, Murkmire, Western Skyrim
We need a reason to return.
I think they should keep doing these for the very under populated and used expansion zones.

Well, let's be honest... while Western Skyrim was still better than High Isle (although virtually everything is better than High Isle).
