I've already purchased all chapters and DLCs in addition to subbing, but if I didn't already own them all or otherwise have access to them and were given a choice, I would probably choose Summerset for access to the Jewelry crafting.

But the free DLC is specifically intended to give everyone the opportunity to experience the Orc storyline and Maelstrom Arena in preparation to the upcoming dungeon DLC-- not that such preparation is necessary in order to run the upcoming dungeons, but for those players who do enjoy learning the lore and paying attention to the stories. So there's a reason why Orsinium was chosen as the login reward, rather than some other DLC.

i already have access to all dlc through purchase and eso plus so I'm just glad others get it too.

Orsinium was a good choice as Chief Bazrag is in the new upcoming Oathsworn Pit dungeon and he likely has extra dialogue for if you completed the Orsinium story.

just realised you'd also need Orsinium for Maelstrom Arena so it's useful for both Scions of ithelia dungeons.

Summerset stands apart from other expansions in a unique way.
For one reason, the Jewelry crafting profession.

One might argue that professions are base game and should be available to everyone. Since all other professions are part of the base game.

Several of those choices are chapters. I think the reward is a good choice — IMHO the best written DLC and best arena, and as far as I know, not previously given away as a login or event award (Murkmire, Fargrave / Deadlands, and I think Galen all were)

Yes, I have access to all of the above with ESO+, but still a great reward IMO, and makes sense in the lead up to the new DLC.

Even though I had Orsinium access through ESO+, I'd have chosen it as it's simply the best DLC storyline in my opinion. Also, most items on your list are chapters, not really DLC (even though they can be bought with crowns).

I’ve got all the zone DLCs. I wouldn’t mind getting some of the dungeons I don’t have, I don’t run those enough to be worth buying outright but having the option for when I wasn’t subbed would be nice.

Most of the ones on the list are chapters and I think it's very unlikely they'd be given away free. The nearest we'll get to that is what's already happened where they're bundled with other purchases for new players.

I also didn't vote because I've already bought all the DLCs and all the chapters I want (the zone ones). Maybe it would be nice to get some of the dungeon DLCs which tie into chapter stories free. I don't buy them because I don't play dungeons often enough that it's worth paying for more. But I know a lot of subscribers keep asking for a way to exclude DLC dungeons from the dungeon finder, so since they're very short (compared to a chapter) and I have no reason to go back once I've done the quest maybe it would be better to stick to subscribing for the rare occasions I want to do one.

Orsinium was the right choice. Of course it is the oldest DLC, perhaps next in line to be free after Imperial City, and that's why ZOS chose it. That said, most of the "DLC" from the OP's poll isn't DLC. They are chapters. They are included in the full version of the game. Those among my friends who can't or won't spend much money on ESO, some of them have bought the full chapter release, but they won't subscribe. Orsinium is a boon for them, because it gives them access to a meta weapon, e.g. the Maelstrom destro, for the trials they have access to. Besides, Maelstrom is good content and the Orsinium storyline also ranks highly.

it looks like they are adding more and more in order of their release. So Wrothgar would be then next in line after Morrowind. The order of release just makes sense to me

Orisinium is one of if not the oldest expansion. It's also the biggest and best expansion ever released in my opinion, so I think Orsinium was a good selection to give away for free. I'm a bit peeved about the "free" rewards they linked to Orsinium achievements, but hey, they are free and if we want them we can play the zone until we get the achievements.
