Permanent red glowing is super annoying. There is no single person who would enjoy it. If it will only be visible at 4 or 5 stacks it's a win/win situation because 1) No more annoying permanent glowing. 2) It will be visual indicator that you've got 5 stacks. Same goes to sorc's bound armaments.

It’s also extremely helpful to spot the Nightblades in a group, allowing you to keep an eye on which targets are likely to blast you with a 15k spec bow.

That's one funny detail, you can actually see the effect on others but only if they slotted the skill while next to you.
Regardless of that, the effect is hideous and ruins any arms pack I'm wearing, the fact that it remains when you sheath your weapon is invasive to a point it makes me want to implode.

No other weapon pack or item does this. Anytime you buy a crown item with a fancy glow or effect, they fade when you sheath you weapon, and anything that doesn’t fade immediately like the new Archanist skills are on a timer that fades away eventually (and people keep trying to compare this to that.)

No, it should only be when you use the skill and to indicate stacks — otherwise it serves zero purpose. And I would like to see the glow that I DID pay for, on the Chokethorn bow that I bought, which is only visible when the weapon is out and the hideous perma-glow isn’t slotted.
I didn’t like the changes to flurry or jabs, but those were obviously intentional, so I could only state my opinion and then move on. But this is so obviously a bug, and always in my face if I were to slot the skill; it is completely unacceptable and should not have gone live as is.
