I don't think you're following what we don't get about profanity.
A very, very, very significant part of the world is, was and will likely always remain flabberghasted at the American obsession with censoring profanity.

In the game the filter is optional and so is the use of profanity. The rules here on the forums are different than the ones in the game as these forums are public.
The game is rated Mature (18+) for somethings that it contains. The forums are rated pg13 because somethings in the game are not really appropriate to post on a open public space. They will still allow (once in a while) some very mild things on the forums as long if it doesn't become excessive and it doesn't cross the line.
To be mature (on the forums) in this context means " to act like adults and not to act like not a bunch of teenagers". It also means to act more professional by having a proper constructive discussion. So that is why stuff like baiting, bashing, and cursing, etc, are not allowed/recommended to be used on the forums.

As part of thst constructive conversation, It's not recommended that you mix the a games ESRB rating with the forum rules or TOS or code of conduct.
Many people can and do view ESRB ratings as being less restrictive and take that implication to mean that speech is likewise more flexible.
MMature 17+ is an ESRB rating that suggests a video game is suitable for ages 17 and up. An M rated video game may contain intense violence, blood and gore, sexual content and/or strong language.
Basically, if it's implied that the game itself will use strong language, that it's ok for players to do the same. As for people acting like adults... well... let's just say some people never progress out of the teenager phase.
That said, personally I think ESOs M rating is too harsh and ir should be a 13+ game. That's just my opinion, content wise it's on the very low end of M.
That said, on the forums atleast a lot of us walk too close to thst line of what the forums allow, things get heated here because of the frustrations and interactions with others, and I empathize with the moderation team for all of the stuff we put them through to manage us. I imagine it's like herding cats most times.

I have to admit that attempting to derailing my proper discussion into a discussion about something else isn't really constructive or helpful. So please stop. If you want to start up another conversation, there is an option to create a new thread about it.

I'm sorry but you have gotta realize that you're posting things in a public forum and people can reply with their thoughts, so long as they comply with the forum rules. If you don't like what people are saying, possibly take Kevin's advice and don't engage with it... it's not good to get yourself worked up about comments that are made by other people that you cannot control. And it's not up to you to police other peoples' thoughts.
And the point the person is making is absolutely relevant to the overall discussion - that there can be cultural differences in what people perceive as offensive.
