You mean a meteor from mage's guild?
Probably something more equivalent to Dawnbreaker (cheap to cast, decent damage, good secondary effects and good passives that come with it that buff other things too).
So what would be the drawback to it? For dawnbreaker it's being meele.
It could not have the stun attached to it.
Ranged stun would be very strong, especially on a cheap ultimate, so having it not stun would be the way to balance giving a cheap ultimate like DB, but for range.0
