I haven't tested it myself, but I saw Deltia doing a quick parse with both weapons yesterday and DW Daggers outperformed a Lightning Staff by a good bit.
The difference between the weapons was actually smaller on two parses he also did on the live servers. The current passive buffs all AOE damage, including your spammable (if you use Cephilarc's Flail), while the passive on the PTS only effects the Beam and all DOTs.1 -
