If you can't do it for every holiday in the world, then it shouldn't be done.
Alternatively, if Americans are entitled to have their holidays free of maintenance, then so is the rest of the world.

I think it's okay for companies to do it primarily for the servers they on or the country they're headquartered in. They moved maintenance for Easter Monday for the EU server, for example. I would expect a Japanese game I played to not have maintenance during Golden Week.

I'm curious if the ZOS union QA department gets the day off (or double pay for working a federal holiday), and the rest of the shop does not? How does that work?

That's from wikipedia, says it a lot more succinctly than I was trying to!

Oh ok. Well it's not a holiday in the EU or Canada, maybe that's also a reason they're doing maintenance when they are.
