It scales, but it shouldnt scale so much that you can be lvl one and be fine without trying.
I did it from lvl 1, no cp allocated, using only stuff I found on the way. Was challenging at points, but satisfying. Its totally doable, any easier and I would have once again fallen asleep and not done the content, just like the previous expansions.
Well then it's no wonder that you find overland content so easy... because even on my CP1800 Magplar, I still had some difficulty in a couple of boss fights, even with a companion, but again it would have been easier if the NPC skill prompts had showed up regularly, as when they did it sucked any difficulty out of the encounter. Had I not had a companion the boss fights would have been even more difficult, so I cannot imagine what a new player would encounter during this story quest.
How do you even get into the game at level 1? Even if you skip the tutorial, you're still dropped into the game at level 3....

That was the problem though, not the actual difficulty. The prompts need to be clearer, and the aoes you stand in for the synergies bigger.
Wasn't there a marking on the floor you needed to stay within to gain that ability?
Either way, I used pets and Ember and simply ran in circles, and only rarely attacked. Which is obviously not a good method for a new toon. Which means this is kind of broken.
Is there a hard boss in the new chapter? Maybe I should buy it then. This game is way too easy IMO

The design of the thing is so bad that even if you decide to respawn at a waypoint to get away, it places you within range ofVaerminaand you just get hit again and again.
Honestly, what sadist came up with this? It's cruelled what was a fun little adventure thus far.

I think that is a problem for quite a few people (myself included). Since the last patch Meln and Skruut (and who knows what else) seem to have lost their voice. So there is no audio cues for "Use my ghost sight". So while I am looking around for a small greenish glowing circle to stand in, in a greenish tinged world, I get nailed by a laser that kills me in 3.2 seconds.
