Jenna O’Gara’s performance of “May Disaster Turn Away” as Audania Decanius in Leyawiin. I frequently use the inn room there as a shortcut and I have to stop and listen if she’s singing that song. It’s absolutely sublime.
I was just thinking recently about how there are certain characters whose vocal performances really stand out to me among the generally great voice acting in the game. Like there are a lot of characters I love and enjoy listening to, but there are some I would put in a special category of the voicing really adding something special to my experiences with the characters.
Elam Drals is probably my favorite vocal performance in the game. His line delivery is just delectable. Tone, inflection, pacing, he's just so damn droll and I will take every opportunity to hear what he has to say.
I love Fennorian for a lot of reasons, but I was impressed by how his vocal performance was both very expressive and very natural. It's easy for voice acting to land in an extreme of either forced emoting or sounding like an actor just reading off lines, but Fenn's dialogue always sounded like a really interesting dude just having a conversation. (That's more of a compliment than it probably looks like. )
Sereyne the drunk kitty mage is super fun and engaging and an example of the line delivery transcending anything predictable about what could have been a fairly standard drunk caricature.
Heem-Jas is such a sad sack and he tries so hard and I love him. I've always enjoyed the male Argonian voices who sound like they're just done, but Heem-Jas has a mix of awkward obliviousness and (attempted) heroic gallantry that I find especially endearing.

Arox the Mutilator - whoever plays him. I was always happy to talk to the little guy.
I also very much liked the female investigator in the Summerset quest involving the wood elf avenger dude. The anguish in her voice when a rather awful thing happens is heartbreaking.
