I think it's been there since the base game and was just so under utilized almost no one noticed. Theres a dog near the North Morrowind gate you can pet- I doubt it was added later.

There are at least 1,000 other things that should get priority dev time before a pettable pet.
They still need to clean up U35 and U36 bugs and performance issues, just for starters.
