Yes, that's another example like the Razum Dar one, in that with both you have the option to tell the truth or lie, and in each case both options progress the exchange satisfactorily so there's no requirement to lie. This one would have been made more interesting if you had a third option to say "Actually I was planning on using the room to store my Daedric memorabilia, is that a problem?"
You have the option to pick an option that does not have "[Lie]" in front if it. That is not the same as the option to tell the truth or lie. It could be that both of those options are lies, in which case there is no provision for actually telling the truth.
Given that the comment is the same in each case, I take it as meaning that you are lying if you pick the one marked "Lie" and telling the truth if you pick the one that isn't marked "Lie". No other interpretation makes sense in my view.

That is what the writers want out of the interaction, yes. However, if the character/player/account is going to worship daedra in that room, there is no provision from the ESO writers to say that. It is lying if you pick the one marked "[Lie]" and lying if the other one is chosen, as they are the same response. In this case, the only option that is not a lie is to say "Goodbye".
If this were a role playing game instead of an action adventure, it would matter more.

This interpretation makes absolutely no sense.
They are the same response except for the word LIE. This means the word "Lie" is important.
In other words, if the word (Lie) is there, it implies that the statement is a lie. The fact that there is an alternative and otherwise identical selection, which does not include the word Lie, can only mean that the other choice not a lie, which means that it is the truth.
I'm starting to see why so many people do so badly on the SATs.

Which sums up how ESO works: you can't change the end result of most of the quests, because the game simply doesn't let you.If he's referring to the initial encounter then the OP's claim is simply untrue. I just took a fresh character to Razum Dar and tested it. Twice I kept to the truth in the opening dialogue and Razum Dar simply advised me to fit in with the locals, while progressing the quest.
I just got a new account, and made the first char, and the very first starter quest in Khenarthi Roost can only progress if the character lies. I won't get to do the entire zone quest line.
Heck, yeah! I was grinding my teeth during that quest. Why would I ever kill a brother/sister, when I can just LIE that I did so? In this case it wouldn't have changed the outcome, whatsoever.Doing Blackwood with a character who also happened to be a Silencer of Dark Brotherhood the option to lie to progress a quest was sorely missing.
