last quest left in the zone for me to do, their is suppose to be a conversation thats suppose to happen in in a house between roslind and leon, but no one is their and nothing happens. relogged a couple times dont have a fix. wondering if anyone else has a issue or fix.

I can confirm that I and the person I am playing with also had this issue with this quest. The best thing you can do for now is log it with /bug and come back to it after a server reboot, normally after a reset quests like this with issues will work for a time.

Just had a server maintenance and reset a few minutes ago, the quest is still bugged. Rosalind and Leon are not there. Also, there is a piece of paper at the bottom of the stairs that looks like it should be interactable, but it is not.

After several attempts at things such as relogging and /reloadui the quest NPCs do not seem to appear within the house to complete the quest.

Same, and restart did not work for me. One interesting thing about this quest is that the scroll at the base of the stairs that presumably has some flavor text about the quest cannot be interacted with. It is as if the quest has been disabled.
