i wouldnt say they entirely ignored it, PTS week 1 was still way worse than the live notes (with 2 sec ticking ground dots that lasted 20 sec needing lot of recasts lol), but they definitely didnt walk back as much as they should have
i still see almost the entirety of the next update focusing on the combat fixes than the actual dlc release in terms of a players perspective lol

pts isn't meant to major changes, it's really meant to just shake out some issues and maybe find a few things that were overlooked.
this update was clearly a disaster from the development and project management perspective.
they spent 3 months implementing all these changes only to find out after all the work is done with only a few weeks to go that it's a complete mess and serious chunks of content were unplayable.

I guess it depends on what they meant by "from encounter to encounter." A 10% decrease in health on each boss is going to vary in amount depending on each boss's original health; and each boss's original health varied depending on whether it was in a normal or veteran dungeon.

Even though people hate it with Halo Infinite, maybe having bi-quarterly releases for these updates would be better. Every 6 months release a dungeon DLC and zone DLC. Gives plenty of time to test things.

People on the low end who aren't managing to get decent results can now use empower and heavy attack builds to have semi-decent damage. Not competitive of course, but it shouldn't be.
Skill bar is Fetcher Infection, Sub Assault, Power Slam, Arctic Blast, and Mystic Orb.
I think ZOS are undergoing an identity change.
