If I want romance, I'll turn my PC off and spend some time in the real world.
For myself, playing ESO is about adventure and exploration. If I want romance, I'll turn my PC off and spend some time in the real world.

Is housing also included in this thinking? You interact with it in the real world and not in the virtual one? What about fishing? Why fish in a game, you should do it irl! Why not adventure in real life only? There are so many things to see and do out there!
I can have romance in the real world and in a game. Those two things aren't related in any way.

I would put brothels in every city in Tamriel that can be paid with gold, dancers and dancers could be hired to dance in our houses.
I would put bathhouses in cities, where you have to pay gold to enter.
I would put sexual attributes on our characters like in Conan Exiles.
