Tying stun to % heal ability was a bad idea from the start and lures the nerfing (yes, that includes Shattering Rocks). If I would change the class I would do it something like this:
Dive:
Cutting Dive - as is
Screaming Cliff Racer changed to Ice Wraith - summons Ice Wraith that charges at target dealing Frost damage. If target is affected by chilled, deals aoe damage
Scorch:
Subassault - as is
Deep Fissure - deals Frost damage, rest is as is
Swarm:
Growing Swarm - as is
Fetcher Infection changed to Frostvenom Spider - summons a swarm of frostvenom spiderlings that deal frost damage over X, applies minor vulnerability. Every tick has a chance to apply poisoned status effect
Betty Netch: (dunno what more to do with these, remove the purge for sure, should they do damage? they are in damage skill line afterall)
Bull Netch - removed automatic purge (moved to Green Balance)
Blue Betty - removed automatic purge (moved to Green Balance)
Falcon Swiftness:
Bird of Prey - as is
Deceptive Predator - either give it minor and major evasion or increase major expedition duration, this morph loses with BoP in every way
Feral Guardian:
Wild Guardian - as is
Eternal Guardian - summons polar bear that deals frost damage, ult ability makes aoe strike
Secluded Grove: both are fine, just make the forest a bit more transparent
Fungal Growth:
Enchanted Growth - as is
Soothing Spores - changes to magicka ability, heals for more and works like breath of life (heals caster, wounded ally in front, one extra person) instead of cone
Healing Seed: both are fine
Living Vines:
Leeching Vines - as is
Living Trellis - heals for more. Purges 3 effects when ends
Lotus Flower: both are fine
Nature's Grasp: both are fine I think? I dont have any ideas what to do with it
Accelerated Growth: removed the Green Balance heal requirement
Sleet Storm:
Northern Storm - as is, bump the damage a bit or reduce the cost. Deals less than Frost Eye of the Storm
Permafrost - again stuns if the target get hit 3-5 times
Frost Cloak: both are fine
Impaling Shards: both morphs immobilize on initial hit
Arctic Wind:
Arctic Blast - no longer stuns (moved to frozen gate), each tick applies Chilled
Polar Wind - heals for more
Crystallized Shield: both are fine
Frozen Gate
Frozen Device - as is
Frozen Retreat changed to Frozen Prison - no longer pulls. Stuns the targets in the area when triggered and deals Frost Damage (similar to Daedric Mines)
Piercing Cold: Increases Frost damage by 10%. Reduces direct physical damage taken by 5% (skills no longer deal phys damage on stam morphs, so I changed it to defensive one
There, you got your Frost damage, on demand stun, fixed 2 underwhelming passives, separated skill lines into dps, heal, tank.
@robpr id opt for falcon swiftness base skill to get snare removal. A speed buff without snare removal in pvp is not speed at all
Piercing cold can become frost and bleed since bear, cutting dive and growing swarm have been turned into bleed.
