As I've elaborated elsewhere... It most definitely is not.
I could actually live with a 20 base, unlike many - I have an Elf Bane MagDK that mostly runs on 19 after all, that by itself would be doable.
But hilariously, ZOS only changing half the things and completely ignoring passives that change duration makes the end result less harmonized than before, so I really don't see how that is supposed to make things easier for less experienced players.
And that's before all the other issues with 2 second tick rate and the general DoT DPS nerf.

Mate, making it class specific reduces your build diversity. Harmonizing gives you alternatives for every slot to the point that two for example DKs can play very different from each other.
'Class Identity' died the moment they picked the random skill assortments we still have now. Let it rest.

I think a multiples of 3 or 4 could also work well.
3, 12, 24
4, 16, 32
Skills like Shalks and Daedric curse would use the shortest timer, ground effects the second timer, and "sticky" effects and buffs the third one.
I do think multiple of 5 make more sense, but I imagine warden players wouldn't be open to a 5s shall.
