QOL for thieves and other types of criminals i guess

    It sounds to me you just want dueling with consequences, so just propose that. Don’t make the thieves/assassins quests less popular to do.

    Do you think people who pickpocket are geared for pvp? No they have their champion and gear aimed towards stealth and money. While your enforcers just stand around in fully decked pvp gear with cp decked out for pvp, A really awful idea. Awful.
    You are putting people who are geared to fight in pvp vs people who give up even basic damage skills to make their stealth/escape skills better. How is this even a fair fight?

    And…

    If in RP you want to hunt thieves and assassins? How about introducing npcs that stealth around towns that players can fight.

    Any PVP type of justice system would make a lot of players stop playing the Thieves Guild and Dark Brotherhood content. Players may just stop playing that content so 2 complete zones become mostly unused, as the thieving and killing quests are needed to advance those main story lines.

    Every time this idea comes up it follows the same progression. Granted, the one difference this time is the nonsensical idea that forcing PvP on PvEers for carrying out PvE activities in PvE zones is a QoL improvement, but that apart it's the usual "Start mandatory, then introduce the optional tag, before confirming that "optional" means "don't do very much of the PvE activity if you want to avoid PvP".

    This is an awful idea that has, as always, been rejected by an overwhelming majority of PvEers and PvPers here as in every such thread before it. More importantly, it's been rejected by ZOS who made it clear that they dropped the original idea of PvP from the Justice System because they couldn't avoid it being exploited, and that they would not mix PvP and PvE in the same areas in future.

    Wrong idea, wrong game, wrong playerbase, wrong developer.

    In the end it doesn’t matter. Zenimax has stated they made a conscious core decision earlier in the development if this game to not have PvP in the questing zones.

    Or maybe someone was just going for one of the numerous PVE achievements that require doing just that. My wife ignored the Thieves and DB lines until she found out she needed to do thieves just to get faction up to buy some flowers to put in her house. Then she got into achievements and has been on a killing / thieving spree, well for months now. Is she a bad person, is she a "criminal"... nope, she is simply doing PVE content to get PVE rewards and PVE achievements.

    That said, she is also one of the better PVPers I know and would destroy most any "enforcer" who came after her, but when she is working on her achievement points, which she now has like 33k of, she doesn't want to be bothered by some fool making believe they are saving the world from the baddies.

    I did like the suggest someone posted previously though, put NPC thieves and DB assassins out there for those of you that want to "enforce" something... or would capturing and turning in criminal NPC's not fulfill whatever need keeps bringing this conversation up?

    Have you ever actually participated in thieves guild content? Pickpocketing isn't skill based. It's RNG based. Meaning the programming of the game decides of you succeed or not based on RNG, even when you wait for the prime chance to pickpocket. There are limitations on how "good" a thief can be due to how the system itself actually works. Not to mention the fact that you have to -level the skill line first- before your percentages rise enough that you don't get caught as frequently.

    At the end of the day even the best and stealthiest of us can get caught by rng that no amount of positioning, timing, or other such skill can mitigate.

    Besides, who are you to dictate what content is fun for someone or that your way of playing is better based on your assumption that those who think your idea doesn't work are just "bad"? That's copping out of actually addressing the concerns people have about your concept, and makes it hard to actually take you seriously. It seems like you're completely ignoring real feedbacks as none of your further suggestions actually fix the issues that have been put before you.

    The reason people don't like it is because it's a fundamentally flawed concept that has been rejected on a weekly basis by a large percentage of pve and pvp players alike. Nothing you have suggested to "fix" it sounds like fun.

    The proposal sounds a lot like Fallout 76 in its "Wanted" status which most players ignore to the point that the wanted person has to get naked and sit in a train station waiting for someone to come by and perform a mercy killing. Even in a game like Fallout 76 that has open world PvP most players stay in passive mode and ignore or avoid anything that might initiate PvP. With ESO I can only see players being more likely to decline participating in any type PvP nor do I believe that the proposal will draw new people to PvP.

    How is this a QOL for those who are playing the TG / DB content as you have presented it to be? How does it improve their game play?

    So maybe its not the exact definition of what you think qol for thieves is but it is an expansion of the justice system would add extra things for criminals to do

    you guys act like in a day worth of pickpocketing at max passives that you are going to acquire some insane bounty that isnt going to be gone by the time you wake up the next day

    Most people who REALLY care about achievements would do anything to get them

    this wasnt an argument that it should be put into the game just that the system would work and be balanced which for some reason no one here knows much about. balanced and optional systems that is..

    I would welcome any new changes to the Justice System, even opt-in Enforcers. I want more excitement and incentive. More rewards, better rewards, and more things to work towards in the Justice System. It really is such a unique thing to have this kind of a system in an MMO. I feel like it's one of ESOs most underestimated and underacknowledged strengths over other MMOs. I think they should capitalize on it and add more to it.
