I don't believe so. Though cannot verify at the moment.
While any set that grants Major Brutality/Sorcery was adjusted to provide both (see Dreugh King Slayer and Rattlecage), non-class skills haven't been changed to do so. Momentum, for instance, still only provides Major Brutality.0 -
