I don't believe so. Though cannot verify at the moment.

While any set that grants Major Brutality/Sorcery was adjusted to provide both (see Dreugh King Slayer and Rattlecage), non-class skills haven't been changed to do so. Momentum, for instance, still only provides Major Brutality.

Used the search function on each page and there are no changes to Degeneration. Also searched for Major Sorcery and found no mentions of it either.

This patch is mainly about the gear. Major skills consolidation if it comes, will be another patch.
