Motif Chapters show "Use to add to your lore library" even though they are already known

For the past several weeks I've been coming across these bugged motifs. Initially I thought it was some kind of weird bug that didn't consume the motif chapter (which I reported in game at the time but not here because of it being a possible exploit), but now it is showing up on motif chapters I acquire on another character and transfer over to my main. In this screenshot, the Wayward Guardian motifs and Ivory Brigade motif all have the same behavior. They show "Use to add to your lore library" in green, but when I try and use them it says "You already know this chapter of this motif". Sure enough, when I check my Collections, achievements and such, they show up there.
However, when I actually look at my lore library, all of those chapters are missing! So the game thinks it isn't in my lore library, yet somehow I know how to craft it on my main character.
Weirder still, Wayward Guardians isn't in my lore library at all, even though I need only two chapters to complete the set.
