Sneak speed increases- what stacks, and what is annoyingly pointless?

Hello forum. I'm confused again.

The vampirism dark stalker passive removes the speed penalty of sneaking.

The newish light armor benefits reduces the sneak speed penalty per piece of light armor.

The Fleet Phantom CP also reduces the sneak speed penalty per level.

Does vampirism make these other passives redundant? Or vice versa...

The position of Fleet Phantom in the craft tree makes it an almost mandatory pick for a sneaky character. Light armour is almost essential for good use of invisibility and the NB's amazing concealed weapon for +25% sneak speed.
i wanted to find a use for vampirism so my main, a bosmer NB, can unlock the vampirism achievements, but now I've started building it seems like vampirism will add very little to sneak speed. I've tried searching online, but couldn't find any real discussions or examples of testing beyond...

    When it comes to sneak you have 3 things:

    - You can reduce the movement speed penalty
    - You can remove the movement speed penalty
    - You can increase movement speed

    Depending on your goal some options might be available and some not.

    For example if you just want to get gear to steal things without fighting involved you could either get vampire or Night's Silence together with a set that reduces detection radius and a ring of the wild hunt. This way you would end up without any penalty in stealth and increased movement speed so you can sneak faster, it also makes you less detectable. However this comes at the price of reduced combat effectiveness.

    If you want to do it in combat sitauations you will either be vampire or use passives because your armor is not free for the bonuses.

    Those are indeed the three things. I just wanted to clarify there is no interaction between Reducing and Removing sneak speed reduction.

    My goal is to do a fairly meta magblade (medusa + mother's sorrow + ring of the pale order in solo arena's, and a 2 piece monster set in group content)... But I wanted to be a sneaky speedy boi in overland and through the deadlands, so Ring of the wild hunt, vampirism stage 1, a few off-meta skills, traits and CP were my original plan... The many drawbacks to vampirism will mean I don't use it even in a build they may have a number of passives to support, and arguably Werewolf is much more useful for the passive stamina regen!

    Guys I've had a really surprising insight... Vampirism sucks.

    Vampire is fun for questing. For harder content it's just a liability.

    Its an magic sneak set https://eso-sets.com/set/shadow-dancers-raiment, you could use that, ring of the wild hunt and mother sorrow or medusa for overland, then use the CP for sneak detection reduction.
    I found that using wild hunt and night silence make me too fast for heist or DB missions as its easy to run into traps or patrolling enemies but overland is less cramped so should work nice here.
    Grinding just make you go in circles.
    Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

    This shadow dancer set just makes me even more confused - the "ignore the sneak penalty of sneak" effectively overwrites the light armor benefits you'd inherently get from wearing that light armour, and if you are using a specialist sneak gear you will probably use some of the sneaky craft champion points, which require you to put points in Fleet Phantom which will also be redundant.

    Removing the sneak penalty from sneak is an awesome mechanic, but I'm disappointed that other mandatory reduction passives and CP are made completely useless. An idea I saw in one of the threads linked in my OP; change % sneak penalty reductions to % sneak speed increase - it would change nothing for most builds, but sneaky builds wouldn't have to gimp themselves.
