Craft: Fleeting Phantom - Big Issue with Simple Fix

Fleeting Phantom and Vampires

The Issue
Vampire passive Dark Stalker allows you to ignore the movement penalty of sneak.
This renders Fleeting Phantom in Craft Tree completely useless to vampire builds.
BUT we are forced to take it, to access the more universally useful skill Out of Sight.
So we will always be penalised by 8 CP.

A Wider Issue
Two armor sets are also able to remove the penalty speed of sneak: Night’s Silence and Shadow Dancer’s Raiments.
This compounds the initial problem for a wider group of people, or makes these sets useless, as why would you wear them, if you are forced into spending CP on Fleeting Phantom to open that star branch anyway?

The Simple Fix
Swap the locations of Fleeting Phantom and Out of Sight.
This means people can choose the useful skill (Out of Sight) to open that branch of the tree.
AND people can choose the optional skill Fleeting Phantom if they wish to gain it’s advantages, without becoming a vampire.
AND vampire builds can fairly spend their CP like everyone else
AND the two armor sets mentioned aren’t rendered useless, or doubled up

That branch of the tree doesn’t lead anywhere else anyway, so it won’t affect any other CP stars

    Or change it to "Increase Movement Speed while sneaking by 5% per stage".

    Would make it useful even for Vampires or wearing one of them sets.

    There are some design choices in that particular tree pertaining what passives are mandatory to unlock in order to access other passives (being deliberately vague because threads that discuss those already exist and I would rather not derail this one) that I am having difficulty understanding.

    This is definitely one of them.

    Said that one could argue that in principle if one is not a vampire taking this passive removes the need for specific gear and opens up alternatives, which makes it potentially less grievous than other 'mandatory' expenses in that tree.

    Of course this is only relevant if more desirable alternatives to the gear that provides this functionality actually exist.
