Does the Vampire passive Dark Stalker make the CP Fleet phantom useless? Or does it further improve crouched movement speed?

I can only report second-hand info, but a guildie I trust said it's made useless when I asked the same question. They're always knowledgeable (and right, in my experience) on mechanics matters.

The passives both negate the speed penalty for sneaking, not offer any speed boost; since they do the same exact thing, they render each other utterly redundant, sadly.
