That's incorrect. What Treasure Hunter does is upgrade the quality of the chest. So a simple chest acts like an intermediate chest. An intermediate chest acts like an advanced chest, etc.
Set items are guaranteed only in advanced chests.
In veteran dungeons/trials, the minimum chest level is intermediate. If someone is using Treasure Hunter, then every chest will effectively be advanced, and you will always get a set item. But if you don't have Treasure Hunter, then there is no such guarantee.

Can you link any guide that proves what you said? The passive says "it increases the quality of the items", not the quality of the chest.
The old perk from the cp tree worked exactly the same. You had a chance to receive blue/purple instead of green/blue items.
Besides that: As you can see on the screenshot, my treasure hunter perk was equipped. Therefore the intermediate chest would have acted as advanced chest, but yet I had no guaranteed set piece in it.
