Unable to send gifts from crown store

Was leveling a new character with my partner today and noticed that the gifting unlock period keeps getting reset. Each time I log on I get a notification that gifting will be unlocked in 30 days, which is already weird but whatever, but it also seems that the 30 days is getting reset each time I log on, which means that unless I stay logged in for a month straight I won't be able to send anyone gifts anymore. I checked my partners account after that and yup, he's getting the same exact thing.

Has anyone else encountered this bug?
