You could make your Orc look fierce in Skyrim. ESO make orcs walking around looking like they are missing half their brain and are constipated.
Why would they have unique hairstyles? They got the same headshape as other mer and man.
And if you can't make your orc look fierce in ESO, then you aren't trying.
So do all races of Elder Scrolls. None of them got the same style or culture. Locking some hairstyles that could be worn by 7 other races to just one doesn't make sense. There are orcs born outside their culture and there are other races born and raised in orc culture. BUT what I never see anyone talk about on the forums is our voices. I pick a different one for each person I have, so if I have 6 Redguard males, I purposely make sure their voices are different. It really helps me get immersed in each character being different.
edit - Yes it's just grunts, cheers and laughs. What they say when they make the horse/mount gallop into a sprint etc.

Ah yeah that’s true not a lot of talk about voices. I wish there was more opportunities to hear your characters voice or atleast talk.
Fashion is the true end game in any video game.
Who cares if you're doing a zajillion DPS if you're not looking stylish while doing it?
