i doubt this very much, it should be harder to get than just backbarring. and what they originally said has conflicted this, given this statement by Gina in the pts patch notes:
"Applying Chilled while actively holding a Frost Staff now applies Minor Brittle in addition to its other effects. Note that the Staff must be on your active bar when Chilled is applied for this to proc."

Well, it got the same mechanical logic as glyphs procs, doesn't it? The related weapon must be active in order to proc the related glyph. However, consisting skills like blockade will keep procing the glyph even on bar swap.

Minor Brittle currently does not proc from Elemental Weapon, Concentrated Force set and Frozen Watcher set, even if you proc Chilled via these effects with frost staff equipped and being on that bar. I assume that this is a bug (submitted a /bug ticket) but there is no response from ZoS if this is or isn't intended.
Interesting sounds like a bug. On the other hand, you can activate premafrost from back bar equipped with forst staff, switch to any other weapon to have 100% brittle duration for 15 sec.
Or just play your warden as usual and only change Maelstrom Inferno to Ice and put Frost enchant there. Winters Revenge is on the back bar anyways. This way, you have great single target and AoE uptime on Minor Brittle (non-warden healers are incapable of that).
From my tests, on dummy this provides 85%+ uptime on Minor Brittle.

I think so. They are probably aware that if frost staff will have to be equipped on both bars to effective, it will be very limiting.
i doubt this very much, it should be harder to get than just backbarring. and what they originally said has conflicted this, given this statement by Gina in the pts patch notes:
"Applying Chilled while actively holding a Frost Staff now applies Minor Brittle in addition to its other effects. Note that the Staff must be on your active bar when Chilled is applied for this to proc."
i've just PMed Gina and showed her footage of this bug.
Well, it got the same mechanical logic as glyphs procs, doesn't it? The related weapon must be active in order to proc the related glyph. However, consisting skills like blockade will keep procing the glyph even on bar swap.

how it's clearly worded is: if you apply chilled with a frost staff equipped on your active bar, it will also apply brittle.

What if we use Elemental Susceptibility for mirroring Pierce Armor functionality? This has been suggested hundreds of times but still. Add the same magicka cost as Inner Rage ability.

What if we replace the Minor Vulnerability buff on Lightning Staff with Minor Brittle instead?. This will allow all the healers to keep their current weapons and will not be forced to switch to frost staff. This will also allow sets like Infallible Mage to be useful.
Forgive my ignorance if my assumption is wrong, but regarding the second point, I'm not sure it will. The condition to proc brittle requires you to be actively holding the frost staff when chilled is proc'd. So assuming healers are only on their back bar elemental staff for a short period, it may not actually be a reliable way of applying brittle (If it is, ignore my comment). To me, it seems like the change is more about making frost staff be viable as a primary weapon for dps. Whether it achieves that is another question though.
The way it works on PTS atm is that the only requirement to apply brittle is that the skill that applies the chill will be activated from the Ice staff bar and will consist with any weapon swap and will work with any kind of skill that can apply chill(not only desto staff skills).
