Official email sent in wrong language

I've just received a lengthy email from zos and it's in German for some reason. All my previous correspondence has been in English and, while I've used Google translate it seems like it could be important that I can understand it properly. How could this have happened and how do I get an English copy?

It's not from a ticket, but I think this is the relevant reference no: 200825-007354.
