For most scenarios, this was a buff.
Many fights are bursty to the point where you end up accumulating a lot more than 70 ultimate, and the new design makes it last significantly longer when it actually matters.
It makes the set significantly more flexible too, as you do not feel pressured into using the cheapest ultimate possible.
Before now, the set was restricted to being useful on classes that had a 70 ultimate offensive ultimate that wasn't bugged when used with the set (looking at you, overload).
The new design makes the set significantly stronger in burst phases, which is really all people actually used it for anyways, as that was already its niche, and it isn't classist anymore.
Basically, if you were using an ultimate with a cost of 140 or more, you should embrace this change, and if you were a healer or a tank using it to buff people, you were using war horn anyways, so you should also embrace this change.
The only people who don't see it as a buff are those who were using it as a selfish set, which wasn't the intended design anyways.

I'm pretty sur Jorvuld would only buff the base fixed duration.

    If jorvuld's doesn't buff it, that's a bug.
You're basically going to get 50 second duration major slayer buffs, for some trial fights that's already the full fight duration with a good group.

Early prediction here, but I reckon with the next PTS iterations they'll sort out Alkosh for what they intend to achieve (make it a DPS set instead of Tank while also buffing the armor shred significantly) and we'll see the current meta of 3 MagNecros change to:

1 x MagNecro with MA + Elemental Catalyst
    1 x StamNecro with WM + Alkosh
    1 x Flex (Stam/Mag with MA/WM + parse set)

Separately to this, the meta of 1xMagSorc might collapse with the nerfs to Crystal Frag damage and the creation of Crystal Weapon morph. Previously StamSorcs wouldn't use any Dark Magic skill, so they couldn't proc the Exploitation passive and grant Minor Prophecy to the group. However now they will be able to and they are also likely to be higher parsers than MagSorcs given the direction of buffs/nerfs this patch. If the Alkosh changes lead to +7k armor shred, that frees 61 cps for stam builds like StamSorcs to invest elsewhere.

Yeah I think this prediction is spot on. Only thing stopping it is ZOS inability to realize their vision.

The changes to MA and WM are stupid. It went from being best used on low ult cost classes to being the worst on them. Why even bother making RO if you just make MA and WM better versions of RO?

RO will be good when they inevitably make their heavy/light attack changes "work".

If they keep these changes, I hope they introduce new sets that support low-cost ultimates. That unique functionality shouldn't be lost entirely.
Alandrol Sul: He's making another Numidium?!?
Vivec: Worse, buddy. They're buying it.
