The racial difference is not per se 10% or even 5%. Its a like eking out 1-2% more of dps or tankiness or output shall we say. And thats right up there, with leaderboards and all. But viability and optimal builds are both very different.

True. Since Zos reworked the passives thee difference is not very wide and they have never been closer. Zos also stated that they plan to do some tweaks to those passives after they finish the combat overhaul. We are getting close to that point.

More importantly. These passives play the smallest role in the viability of a character. Far less than the choice of set bonus and skills used. Actual player skill is the most significant difference between the top players DPS and the average player.
