Please tell me where exactly in the patch notes it states that standing there in human form with no bounty will result in a random NPC out in BFE putting a kill on sight bounty on you. I'll wait.
Werewolves are scary. Normal folks don't like them. The justice system is just now catching up to reflect that.
It is a bug that was already reported and ZOS knows it. It is not working as intended.
