So here I am, just playing on my "phone", and walking down the road. Then a woman gets scared and calls the guards on me. I guess they don't look too kindly to "my kind" on the wrong side of the street. Literally got busted for Walking While Werewolf.

    This is how it is in TES games. Zos just brought WW and vamp inline with TES games. Considering that vampires and WWs are feared in ESO it really makes sense. Reading the patch notes would have informed you of this change.

    Please tell me where exactly in the patch notes it states that standing there in human form with no bounty will result in a random NPC out in BFE putting a kill on sight bounty on you. I'll wait.

    Please point out wherein the OP it states you were standing there in human form. You actually state you were busted for "walking while werewolf" indicating you were a werewolf. The clarity of the message is important.

    BTW, I am pretty sure it is a known issue were WW issues where players are called out for being WWs when in human form in certain situations.

    Werewolves are scary. Normal folks don't like them. The justice system is just now catching up to reflect that.

    Yes, I found it odd, OP says they were busted while walking while werewolf and called me out because they were in human form. It seems you made the same mistake I did in accurately reading the inaccurate information they typed.

    OP, you have a werewolf ulti slotted, if I seen correctly.

    Have you transforemd into WW recently before scrying ? Right now there is a bug that causes justice NPCs & Guards not to refresh your status and even though you have no bounty, justice system does not refresh your status and "sees" you as a WW, despite being in human form with no bounty.
    Changing zones (entering delve for example) or logging off & logging back in fixes that status.

    It is a bug that was already reported and ZOS knows it. It is not working as intended. Intended way is to get bounty only if NPC sees you in WW form, or sees you using a WW skill.
    If they don't see you (example you will kill some mobs in a remote part of the zone) - after you return to human form you have no bounty. That is the intended way for it to work.

    The bug is that justice system simply does not refresh your status and consider you a WW even thought you are in human form with no bounty and mounted....
    Changing zones or re-logging (logging off & logging back in) fixes that. I sincerely doubt that ZOS wanted all WW players to change zone or re-log before entering a city or talking to npc.

    Side note:
    If ZOS cares so much about immersion, logic and world building, that they attach justice system to skills, for WW it would made perfect sense if bounty accumulated in WW form disappeared once you transform back to human form, and no NPC saw you transforming into WW and back to human form.
    Otherwise, it simply begs the question: How they are able to tell that player character is a werewolf, if all they saw is a random werewolf passing by ? It does not make sense and is kinda immersion breaking. It is an equivalent of Super Man using a phone booth to change outfit into super hero costume, and every one still knowing his identity, and calling him: Clark Kent.

    Maybe that NPC was bothered by your "wet dog" smell, you know from "tending your hounds"

    Or maybe she saw some fur growing out of your ears...
