Since the latest hotfix, I've been running quite fast, and stable.
I can easily make two wayshrine hops, if not three, in the time
it used to take me to make a 'fast' hop. And easily 7 or 8 hops
now in the time a dreaded "long load" would happen before.
And I've seen no real bugs to speak of that would be attributed
to ESO since that hotfix either. The only two or three I can even
think of at this point are already known as bugs and slated to
be fixed in just a couple days.
Yes, launch was shaky, but they did their post-launch crunch,
while in quarantine, and in roughly 72 hours fixed the lion
share of issues, creating a stable and smooth experience.
Personally it has gotten worse, especially 2 things:
1. When loading a character, the screen freezes and I have to restart the game. When I login 9 characters to do riding lessons or writs it happens twice on average;
2. Lag. When doing overland content there is a noticable latency and I frequently push the button twice which only takes effect a bit later. Not unplayable (doing public dungeons with my new now lvl21/CP500 and haven't died yet) and I am not having trouble in dungeons either.
Still not good and I hear guildies having this same problem (PC EU).
It was always stable 60 fps in Alinor for me, sometimes went to 50. But now all freezes and fps go to 20, like slide show. And this happens not only in cities. Game was much more smoother before patch. So now I can't play and waiting for maintenance, hope they will fix it, or I have to quit this game. This freezes is too nervous and I can't fight in dungeons cause of it
Input, audio, and visual desynchs are only increasing for me. I never had any problems before Update 25 (except in Cyrodiil), but since then performance has gotten progressively worse.
Cyrodiil lag is roughly unchanged in primetime, although there is a slight improvement at times of low population (relative to how it was just before Greymoor),
Framerate improved slightly (at the same settings), and gameplay feels much smoother / less choppy in low framerate situations (due to better frame timing?),
Overland PvE is quite laggy now, this definitely got worse,
Issues with terrain/buildings/NPCs and players not loading in fast enough (resulting in empty towns and the dreaded "stuck on textures" bug) are about the same or slightly worse.
But there was the hotfix on Friday morning and a backend adjustment Friday evening. And ever since then, trials performance has been good--back to what things were like before the Update 25 fiasco.

I'm not trying to play test the new content or anything, only been logging in the AM to do daily crafting writs, fill the soul gems and steal some stuff. Just doing these simple activities I'm seeing the same problems I've had for months and now, FPS seems to be even lower than before. +999 latency spikes are still happening, skill delays and misfires are still there; jump, dodge, ultimates and quick-slots are unreliable at best. These issues are also totally inconsistent and random when switching between characters. ¯\_(ツ)_/¯
I'd say it's the same sloppy mess it was before but with more players slowing the servers down now. Enjoy!
In battleground the game is running like it's all in slow motion, I basically can't bring myself to care anymore though it's been made abundantly clear they are incapable of fixing performance in this game now or in the future.
Latency seems around 5-10% less than what I am expecting. Character select to in-world seems about the same. Zone-to-zone is around 15-20 seconds. Wayshrine to wayshrine within the zone a lot faster, if one can say that about something that normally took 2-3 seconds and now takes about 1.5 seconds.
IMO it’s a little too early to tell.
I’ve definitely noticed “some” improvements, discounting before the hotfix of course.
But I’ve yet to see Cyrodiil, I’ve only been going through zones for antiquities & BG’s.
Bar swap seems to still be an issue during high APM fighting but things generally feel smoother than they were.

I've been really prolific in calling out the game's performance, but in my handful of days' experience with the new patch, I have been floored by how good my performance has been.
My in-game ping is 87-117 in most Overland zones with no input delay and over the weekend in non-CP Cyrodiil it was 133-170 with precisely zero lag-outs.
The random, mini-load screens are still there and they still get you killed if you're fighting and targeting on things like D-Swing can still get wonky in a large keep battles, but overall I am frankly amazed at how well the game is running so far.
At this time last week, I was considering hanging up my sub after an immensely frustrating month of literally unplayable performance (which was on top of the usual awful performance). As I type this, I am still subbed and am considering actually getting Greymoor at some point.
Of course, not everyone that I play or interact with has been so fortunate, so I'm not buying anything until this level of performance proves to be sustained rather than a black swan event. But overall, I have been surprised, in a positive sense, for the first time in quite a while.
Cyrodiil is completely unplayable in anything that remotely resembles prime time. Worse than before, which is amazing due to how bad it was previously. And lately, pops aren't even locked. Everyone at 2 bars is enough to cause the desync issues to make it so you can't even kill a guard.
Some skills even cause you to quit moving entirely while the animation plays (crystal frag procs, leeching vines consistently). Ground AOEs will bug out after a few casts and the only way to get your character to respond to any action again is to bash first.
Hard to tell. The game feels a bit smoother, but at the same time I had a huge fps loss. I tweaked some things in my settings, and I'm back to something somewhat decent, but it's really weird. I really hope they find what caused that to some people and can fix it.
Other than that the combat aspect looks smooth. But for some reason there was still some very strange little desyncs. Ignored blocks, unable to cast or interact with the portal in the graveyard stage of vDSA, once I got killed by a prisoner uppercut in the last stage of vBRP. I didn't get the addon notification, but my tank did, since he had the taunt on the add...
Last time I ran a trial was on Wednesday. I had under 30 fps, and the end boss started having delays. So yeah, I want to say the game feels better. But I'll have to wait after I run trials again. And this fps loss has been so frustrating.
