New players and casuals really don't have much need for end game gear that is perfectly traited ... since they are not running those types of content.
You have to add: Cause even if they wanted to - they can´t.
I hope you´re able to realize how ironic and sad of a statement that is you´re making and this is exactly what i critize more generally about the transmute system (or gearing in general if you wish).
Ofc this is more generally with pvp in mind.
I don´t think it benefits the games pvp in any form or shape when people have to grind dozens or hundreds of hours before being able to play the content they want to enjoy.
I guess the same is to some extend true for vet dungeons, raids and arenas.
Every other mmo i´ve played either reset progression regularly with updates (bad) or implemented catchup mechanics allowing new players to complete parts of the evergrowing buffet of content faster than was originally the case.
Eso in that regard is the only game where as a settled in vet player i´m by default magnitudes faster as someone who´s running the same content but hasn´t played as much before (and has to get the right traits).
From my pov - wanting new players to play with and against - i find what i describe to be absolutely idiotic game design.
