How long for ESO Plus subscription payment queries to be answered?

I recently tried to renew my ESP Plus membership but the system isn't recognising the payment even though it has been authorised by the CC company.

I have a new issue (two actually!).

1. I can't log in to my account here - https://account.elderscrollsonline.com - despite resetting my password and using a different browser.
2. The second issue is more serious. I have been charged three times on my credit card for a yearly ESO Plus pass. The CC company advised me to contact you directly to initiate a refund of the two extra charges on my card.
