I tried it out with a test character. You need Any race, Any Alliance to use it at all. You buy it from crown store, then you log out and apply it to whichever character you want to change faction on. Then you get to the character creation screen where you can only change the alliance. Confirm and you'll be automatically logged in to that character.
Is there any way to test how this will work with alliance locked campaign (console so I don’t know).
Does it pull that character out of the campaign and have you pay to switch alliance?
How about: "I finally can play my main with my friends token" ?

The only campaign on PTS is the No CP Campaign, @ELawlis ... so impossible to test your theory at the moment.
One other important note: Since there is no reference of the Alliance change tokens in the patch notes, I would not expect these to be available when Greymoor drops in late May. You're not fooling anyone with this comment, @sandelius ... it's common knowledge that any player can roll a new character (in their Alliance of choice) and level it in a day.

Seriously? That's just plain wrong.... My main is AD, but I play EP for PvP. All my other 12 toons are EP. I didn't start playing PvP until my main was high level and had learned many motifs and recipes, plus maxed crafting... basically there was no way I was deleting her. But she is stuck on AD and never gets to PvP because of that.
I imagine a lot of players have had a similar experience and are excited to be able to correct this.

@ZOS_BrianWheeler I don't see any restrictions or cooldown.
As I previously suggested:
You can make it only one time change that costs at least 10,000 crowns and also available through a special quest.
If one will be able to change the alliance all the time it is game breaking in many ways.
You can also reset the alliance rank of the player who is betraying the alliance to AR 0 - Citizen.
For example, the advancement of the char in AD bears no significance for EP or DC, after all he killed thousands of their fellow soldiers...
Grand overlord turned to Citizen, this is the way!
Furthermore, a complete reset of all Cyrodiil - Alliance War achievements is in order.
So resetting all progress made by the player while he was playing the other side(including titles).
No easy way, only grind your way through again.

There is too much room for exploiting it.
