yes. have you read people's accounts of how OFTEN those strongobxes drop? have you tried farming them yourself? have you considered that even if you farm for hours and actualy manage to get a bonus strongbox - you are STILL not guaranteed those fragments? have you?
Yet I have had no issues getting g what the event promised. You just need patience and a bit of luck. Ppl need to stop expecting things to be handed to them like zos is their mother.

Told myself I was going to get the Voriplasm pet on day one. Got the pet on day one. It was cute for about five minutes.
I'll re-cap my tickets and be done with the memento a few hours before the Update 25 download. Going to lose 20-ish tickets because I could get up to date on the Spectral Indrik berries but don't want to.
Zero fragment duplicates received. Strongboxes can have more than one fragment in them.
It's just too early to say the event has horrible RNG. It would be like calling the results of the Super Bowl four minutes into the first quarter. Let's re-evaluate ten days from now, which would be about six minutes left in the fourth quarter.

No. Thats not unlucky. Unlucky is finding out the fragments aren't tradable after opening the only one on an alternate account. Unlucky would be getting 7 of the same peices and not being able to trade any of them.
This is unacceptable.

Boxes dropped four unique pet fragments and two unique memento fragments. Used my two leftover tickets plus the three from today to buy the last pet fragment once I had six of them.
So when reset rolls around in a half hour or so, there are probably three possible options. Either a box with one memento fragment, a box with two memento fragments, or a box with zero fragments because duplicates are invisible.

They're killing it, alright. And trolling the players while they're at it. There is no rhyme or reason to what can and can't be traded, what can or can't be stacked... Guess you'll just have to farm those boxes for the next two weeks and inflate their active player numbers, or pony up for the extra tickets from the clown store.

Sure there is, anything that can generate more income for ZoS cannot be stacked. Anything that will generate more income for ZoS will have a terrible drop rate or will be locked behind having to endlessly farm for hours on end, even though this is suppose to be a game for casual players.
Not being able to trade the parts for the memento is so that you pay for event tickets to purchase the parts.
Or a better way of thinking about it is like this. Anything coded outside of actual bugs, that frustrates you is in some way connected to ZoS farming us for more money. There are many things coded to cause frustration, aggravation, negative feelings and emotions on purpose to drive that ever present need to squeeze every penny they can from your pockets. If you are frustrated and there is an easy payment method out of that frustration, many people will take that route, and that's what ZoS hopes you do.
Thankfully I don't really care what mount I ride, or the mementos or how long it takes me to accumulate enough tickets to obtain them, so I will never pay money to buy them, and I refuse to grind when the drop rates are so stupid low. I am not going to be manipulated and tricked into spending more money on a game. I will however gladly pay for excellent content with few bugs. I think game developers who present the very best efforts should be supported by the player base, but if they are coding for frustration to cause you to pay money to relieve that frustration, phffft, I'll move on to another MMO that treats their customers with the respect and dignity they deserve.
And I'll end up doing exactly that eventually I suspect. The feeling I get is that ZoS is only interested in squeezing it's game player base for every entertainment penny they are able, while providing substandard fixes and creating more frustration. It's sad. Imagine how much more enjoyable your free time would be if the game you played was all fun and no purposefully coded aggravation.
