In matter of fact, not that they should not be in new chapter, they are totally in line with Lore and Skyrim chapter.

If summoning a skeleton makes a guard go all poo-faced, they should just as poo-faced at the sight of someone sitting on an undead horse or hound.

After half dead horses and glowing green tree mounts and skeleton undead bear mounts and stupid Dr Gyroscope dwarven insect mounts and a billion butt-ugly Indriks, the death dog mount is the molehill you want to die on?
I kind of like the idea of a legion of Khajiit riding their dead dogs to war over the crest of a hill.... cats on dogs...
Prob also the reason why Werewolf and Vampires are so watered down is because people who don't want ESO to be gore based.
