It is waaaaay before Potema so unlikely. Still I recall thr Jarl's steward I think it was in connection with the Potema quest in TESV saying that Solitude had always had a darkness to it. Maybe whatever the Dark Heart of Skyrim refers to is whatever is and will be causing said darkness to linger over the city for centuries to come. Or maybe Solitude is that dark heart?2 -

This is almost exactly how you see Solitude from the docks, with few addons enabled.
The buildings textures (top-left) are weird though.6 -

They did have the same image posted talk about not spoiling anything. They should have waited to post that image in the backdrop if they didn't want to spoil the location. Its obvious that is solitude only difference is there seems to be more to the city. Like its bigger or something.
