This doesn’t even make sense , you can look at the map and tell that eventually the game would go back to Skyrim. It was only a matter of time. How long has the game been out now, 6 yrs? It’s hardly pandering.
If this is true it's a shame it looks exactly like it does in 4E. The Blue Palace seems the same and even the windmill is there.

After seeing Solitude, supposedly, as a main city of the chapter, i start to think that there will be two years of Skyrim in a raw.Because Winterhold in all his glory is too juicy theme, no single player TES game will never had oppotunity to tell that story, because of timeline (only in some kind of visions). And i doubt they will make all Skyrim in one chapter, it's too big.
- Solitude, Reach, vampires - this year
- Winterhold, Whiterun, maybe spellcrafting as big feature at 10th anniversary of TES: Skyrim - next year
I am not sure about this one. It could be right out of the actual TESV just modded. ESOs scaling is a bit different from Skyrims, but that looks way to similar to the scale in Skyrim.

Solitude is great, and I'd actually love it if it were as similar as possible to TESV because it was a beautiful city, military and Imperial but also very cosy and pretty (even during public beheadings). And it does make me wonder if we'll get another special quest with Sheogorath.
The one sad thing is, this probably means no Markarth

Yeah if they had dropped DLC for Skyrim right after launch then I could see the arguement for pandering. But its 6 years in, we dont have as much of the map left to visit as it might seem.

Edit. Clicked through some of the links. The Bards College was formed as part of the Guilds Act, which happnened in 321, 2E, eso takes place 582, 2E. So the Bards College was formed over 400 years before "our time".
