✭✭Also early algorithms for pseudorandom numbers were not very good and are still used in various program libraries with no understanding of their weaknesses.
I.e., it is common to have RNG that functions like this. It's not unique to ESO.
This is another complaint that you will see in every gaming forum you visit these days.
