Since some male versions of costumes expose the chest this will not happen as it would require the base bra displayed on females when the chest is exposed which would look absurd. Since the game does not have an adult rating in USA that is the only way it could happen as Zos would want to avoid that adult rating.
In other words this will not happen for a valid reason having nothing to do with a sexist stance or not.

For example, the male and female versions of the baker costume are drastically different. I love the male version, but hate the female version. Since it is based on medieval working class clothing, I'd say it is perfectly acceptable. Unisex wasn't really a thing back in the old times.
