Are you saying you are okay with game developers knowingly creating content that manipulates their players into spending more money on their game?
There's a difference between being supporting content of one's own volition and being coerced into supporting content through the very design of the game itself. The OP is very right to point out the fact that previous event recipes used ingredients available to everyone. That is how it should have stayed... at least if the developers had any interest in following an ethical microtransaction model for their game. Rather a moot point, I suppose, given it's already abundantly clear that they developers are okay being predatory with their microtransactions.
Don't you think it is a bit not fair to lock the ingriedients to EVENT recipes behind a paywall ? There have never been single case of this so far, but now ZOS tells you to buy Elsweyr and kill Dragons to get Dragon Blood for "Disastrously Bloody Mara" and buy Fang Lair DLC and run it to get Dragon bone for"Pack Leader Bone Broth".
I WOULD undertand if those recipes were also behind the said Chapter and DLC but they are event ones, for everyone to get. Only to find they can't craft them.
I know you can buy them, but that's not the point. And i also know that "Bewitched Sugar Skulls" seem to be te best food of the three so far and does not have a special ingriedient, but i want to talk about the topic, what do you guys think of it ?
On the side note, Dragon Blood itself is an alchemy ingriedent locked behind paywall, which concerns me too

How do you feel about bis sets being locked behind "paywalls" pretty much every single meta set (in pve) requires you to own dlc. In fact I can only think of one set, mother's sorrow, that is in the base game. At least these ingredients are possible to obtain via other players.

As a storyteller, my “best in slot” and “meta” is whatever fits my characters. So no, I don’t feel any particular way about it.

essentially you just go "i know you can buy it but i want to complain anyway". it's ingredients that you can buy for cheap. dragonblood goes for less than 1k per. and that's a rare one.
heaven forbid zos ever use dlc content for anything besides exclusively being behind the dlc paywall.
