We had exactly the same thing happen with non-Steam copies of Elite Dangerous in the past.
I won't pretend to be an expert but observation I've made over the last few years seems to indicate that if a game has any presence on Steam... Then Steam going down can bring real problems even if you never installed Steam.

I don't know if it's primarily a Cyrodiil issue, but I'm with ZOS not Steam and have been able to log in and play over the last 40 or 50 minutes initially on PC EU (Shadowfen) and then PC NA (Vulkhel Guard). I saw a number of players wherever I went. Loading screens were fine. I'm playing from the UK with Virgin Media (and without addons).
