I think login servers are shared these days. At least the last time there were login problems due to maintenance, again all users were affected across all platforms even those not on maintenance.
I'm guessing the login servers are simply not coping with the stress that started from PC EU coming online and users flooding in, so they packed it in. As traffic reduces for the night the servers will start becoming responsive again and ZOS will be out with their "we've fixed it" response while having done absolutely nothing. And the issue will repeat next maintenance.

Couldn’t that be fixed with some foresight and a que?

While a queue might prevent the "ddos" effect we're seeing, the net effect to the user is almost the same. There's no difference to me being told that the login servers are offline or that I'm 47329th in the queue and should probably try again tomorrow.
They ultimately need more spare capacity to handle traffic spikes like those after server reboots.
