I don't remember the exact phrasing, but there is a guard in Belkarth that propositions you after you pay him the fee for a minor infraction. It's the one that patrols the tent with the merchant near the wayshrine.

The last story is the one in which the shield owner dies, and being dead is unable to make a notch.

There's a very seductive way in which the Eye of the Queen leaning against a tree in front of the bank in Vulkhel Guard says it that prompts me always to greet her ! She varies it with e.g. "Hello there!" which is just as seductive.

For some reason this particular voice-over often gets switched midway between patches/maintenance, no idea why. The other voice(s) used for this character simply don't have the same impact!

The final blow that should have been blocked by the shield (and thus left a notch) wasn't blocked and killed the owner.
