did Queue for a bg but i could not get any after 10min i gave up.
Random normal did work fine.

This, exactly.
Zos should be very keen that there is a much smaller population on the PTS to begin with. The short notice makes means the test will not have near the number of players queueing to demonstrate your fix is near successful.
On top of that the test is during EU prime time yet it is NA characters that are copied to the PTS which would also suggest a smaller population available during the test time.
Though I do see even with a smaller that required population errors are occurring.
