This ravager proc is rather weird/unreliable. Applying major fracture from caltrops works and stacks it rapidly... sometimes. If I apply reapers mark first then caltrops then caltrops doesn't stack ravager procs at all. Caltrops never actually applies fracture because it wont override the longer debuff from repears mark.
Presumably the same would happen with nmg, if that works at all (). I haven't crafted a set to test it, but the rule seems to be that a named major/minor buff wont apply if a longer version already exists - so no ravager stack in that case.
Surprise attack only works while standing to the side of the target. It doesn't work from the front or from behind (I didn't know that the surprise attack debuff doesn't work from behind). Not sure what would happen with multiple nightblades.
Maces/mauls don't work, as expected - they don't apply a debuff to the target's resistances, so they wont proc ravager.
TLDR: running ravager in a group may be problematic if you are using named buffs/debuffs to proc it.
I believe it says when you "attempt" to lower resistance, it doesn't require that you actually do. So it should work. Stam sorc with NMG and Ravager might be good.
"NEW: Each time you attempt to reduce the target’s Physical or Spell Resistance, you gain a stack of Ravager for 5 seconds, increasing your Weapon Damage by 125. You can gain a stack every 1 second. At 4 stacks, the duration doubles but cannot be refreshed."
It may say “attempt”, but if you test it then you’ll find that it will never proc if someone has put the longer debuff from piercing mark on the target. I have tested it. That is how it works.

7th legion was allowed to exist in its old state for WAY too long unchanged. 1200 healing every 2 seconds, 500 wep damage at 100% uptime. It was *** nuts. You got to enjoy it for years, now time for it to die.
