Interesting, I honestly am a bit surprised at some of this. It is telling about Zenimax to an extent, but more so about some of the prevailing mindests with the customers.

Also you have to be delusional to think that ZOS freeze ESO+ with remaining benefits LOL.

I mean it is irritating when there can be 2-3 days of no EU ESO because you can't log in or ZoS are doing some maintenance but as someone said it's pretty pointless making this since it won't happen.
The only way I feel they should suspend your remaining time is if something is going on in your life that will prevent you from playing any at all for a month or longer, not just a few days or weeks. To prevent abuse (oh hey I'm going on two weeks vacation so suspend my game time) the minimum time for this is one month and you can NOT reactivate the time until then no matter what.

For general bugs and lag that affect the game? No
When ESO specific features aren't working? Yes consumption should be suspended.
A couple weeks ago DLC pledges weren't working, which is a major feature of ESO Plus. We should have gotten two days added to our memberships, but they just brushed it under the rug. If the feature we pay for isn't working they need to make up for it.
