Some of the people in Elsweyr are strange about their usage. Vazbi for instance, speaks about herself as I throughout the entire quest until her speech at the end, when she goes back to "This one." I've noticed others, but is there some nuance I'm missing or is this a screwup?

They've been Imperialized, but occasionally revert to their native inflections and verbiage.

Perhaps they should, but I assure you, they don't. Do the Vazbi quest, for instance.

Not all Khajiit. There are those who speak in first person like other races, and those who interchange first and third throughout their speech. There are plenty of examples in Elsweyr.

Also most Khajiit who are raised by other races are most likely going to adopt the dialect and accent of the races that raised them.
    Character List [RP and PvE]:
Stands-Against-Death: Argonian Magplar Healer - Crafter
Krisiel: Redguard Stamsorc DPS - Literally crazy Werewolf, no like legit insane. She nuts
Kiju Veran: Khajiit Stamblade DPS - Ex-Fighters Guild Suthay who likes to punch things, nicknamed Tinykat
Niralae Elsinal: Altmer Stamsorc DPS - Young Altmer with way too much Magicka
Sarah Lacroix: Breton Magsorc DPS - Fledgling Vampire who drinks too much water
Slondor: Nord Tankblade - TESified verson of Slenderman
Marius Vastino: Imperial <insert role here> - Sarah's apathetic sire who likes to monologue
Delthor Rellenar: Dunmer Magknight DPS - Sarah's ex who's a certified psychopath
Lirawyn Calatare: Altmer Magplar Healer - Traveling performer and bard who's 101% vanilla bean
Gondryn Beldeau: Breton Tankplar - Sarah's Mages Guild mentor and certified badass old person
Gwendolyn Jenelle: Breton Magplar Healer - Friendly healer with a coffee addiction
Soliril Larethian- Altmer Magblade DPS - Blind alchemist who uses animals to see and brews plagues in his spare time
Tevril Rallenar: Dunmer Stamcro DPS - Delthor's "special" younger brother who raises small animals as friends
Celeroth Calatare: Bosmer <insert role here> - Shapeshifting Bosmer with enough sass to fill Valenwood

This, you can notice the effect in real life to, some might speak their dialect at home but not among strangers or fall back to it then exited or angry.

It has been joked about a bit like the enchanter in Hews bane "This one sell glyphs". He is used to say I but its so many Khajiit at Hews bane he is expected to say this one and he struggle with it.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

Yes! I have always wondered about the backstory there but never found any explanation.

Some khajiit use the word "I" because of Imperialization. Cyrodiilic influence since thats the common language.

while this makes perfect sense, you'd think they'd be consistent throughout the quest

Actually, I think it's a bit more believable since it isn't consistent. If it were it would feel scripted, but since it isn't, it feels more natural, like someone trying to speak another language but then slipping back into habits of the old language at certain moments.
