Given my memories of spending minutes trying to fight other swift users during the swift meta where neither of us could actually hit each other due to how it broke the combat system due to a myriad of subtle unintended consequences.... I don't really support a return to that even if it generally was a lot more fun than the current meta.
Any changes away from that direction even if it hurts otherwise good skill options I kinda support tbh.
A tiny unique speed buff on Cripple would arguably be stronger that Major Expedition... and yet would keep that buff impractical to keep up and Major Expedition would be harder to use to consistently reach game breaking speeds with.... without Crippling over-investment. *bah dum tish*
Game breaking speeds are fun to play with when you're the only one playing at those speeds. Turns to boringly game breaking when everyone makes a minimal investment to reach them.

It really has no effect on swift meta targeting issues. The only change is it saves resources/GCD and makes the skill worth a slot. Without it, it won’t be on many bar setups.
Most builds will get major expedition regardless from rat. The difference is rat is used differently than Cripple was. Nothing to do with game breaking speed. You don’t have the luxury of running Swift with steed and so forth while being dmg dense enough to secure kills in a reasonable TTK.
If they gave it a unique buff or even minor expedition then yes it might be a bit OP.

The unique buff I was thinking of is more on the level of 1-3% speed which can be too much.
Cripple helped builds reach good uptime with less investment. Not at a critical level yet but... it helped. Having RAT, Cripple, and another source could be too much. That would limit Zos' ability to release a set that offers major expedition... like say False God's Devotion maybe?
